Any PC trained in the Medicine skill and proficient with alchemist tools knows how to make healing potions.

Utility Potions
A PC's knowledge for crafting these potions must be justified in-world with a powerful source or acquired via experimentation in the campaign. A PC must at least be proficient with alchemist tools to even attempt crafting these potions.
